What is the process to contract with County Counsel to provide legal services to the County, MTA or Metrolink?

Answer:

The County Counsel invites you to submit firm resumes if you are interested in being considered to provide legal services to the County of Los Angeles, the Metropolitan Transportation Authority, or the Southern California Regional Rail Authority.

Your resume should describe your firm's experience in representing public agencies and private clients, identify the members of the firm who are proposed to provide services, indicate the firm's fee structure, and identify any potential conflicts.

Your firm's resume will remain on file, pending possible consideration of an assignment or the release of a request for qualifications.

Your firm's resume and its contents will be a public record subject to disclosure under the Public Records Act. No privileged, confidential, or proprietary information should be submitted.

Does the County Counsel's office provide legal advice to private citizens?

Answer:

No. The County Counsel's office does not represent individuals in private legal matters. The office provides legal advice and representation to the Los Angeles County Board of Supervisors, County departments, and other public officers and agencies on matters related to the operation and management of the County and other public agencies.

Answer:

The law regarding claims against public entities is complex. There is relatively short time deadlines. You should seek the advice of an attorney.

Can I get County records from County Counsel?

Answer:

The Office of County Counsel is not the official custodian of records for the Board of Supervisors or other departments of the County of Los Angeles. You should inquire directly to the department where you believe the records are maintained.

Can I talk to Raymond G. Fortner, Jr? I think he is the person who is working on my lawsuit.

Answer:

Mr. Fortner is the County Counsel and his name appears on all court documents filed by County Counsel attorneys, and his name appears on the Office letterhead. The County Counsel attorney most familiar with your case is usually the one who actually signed the court documents or letter. If you believe you need to speak to someone in the County Counsel's office concerning your matter, you should contact the County Counsel attorney who signed the document or letter on behalf of the County Counsel. If an attorney represents you, you should talk to your attorney before calling anyone in the County Counsel's office.
